Texas officials finally agree...we're running out of water
To which I say, well, DUH.
And to which I ask, why is conservation the very LAST item on the list? Heaven forbid that they ask people to try and cut back on their water usage, or put incentives into place to get people to plant Xeriscape yards instead of water-guzzling grasses.
